Before deleting an account, Twitter will send an email to the user. This email will be sent to users whose accounts are in danger of being deleted. This is the email that has been sent to the inactive account.

“Hello,

To continue using Twitter, you’ll need to agree to the current Terms, Privacy Policy, and Cookie Use. This not only lets you make the best decisions about the information that you share with us, it also allows you to keep using your Twitter account. But first, you need to log in and follow the on-screen prompts before Dec. 11, 2019, otherwise your account will be removed from Twitter.”

Twitter called the deletion of this account as an effort to present more credible information for users to trust. Twitter also said it would complicate account hacking. This is often done by traders of pornography and propaganda spreaders who often spread spam.
